This should "force" them to show immediately. If you join a team and they are not showing, they should after you have been killed or you can press the TAB key.
If you are spec'ing a game, enemy models will not be shown. Usually, you can just type /vid_restart in the console. TIP: You may have to exit and restart quake3 for these changes to take effect. Should you choose to make your enemies rainbow colored, more power to you. The four numbers in /cg_enemycolors represent diff body parts of the model.
Also, most players use 2222 for color, which is green. As if they are not loaded onto the server you are playing on, they may not work. I don't suggest using custom models you have downloaded.
